Kuala Lumpur Local Plan Draft Negotiation Process (KLLP2040)

Draft KLLP2040 Development Concept and Strategy

  1. Offering international-class development, high-income job opportunities and Class A buildings to attract high-value investments.
  2. The development strategy in this zone is infill and urban renewal as well as implementation of area redevelopment.
  3. Emphasis on enhancement and improvement of infrastructure, public spaces and active transportation systems.
  4. Has 44 transit stations and 31 redevelopment areas.
  1. Is a service and primary residential area in Kuala Lumpur.
  2. The development strategy in this area is encouraging mixed development and high intensity especially in transit areas.
  3. Promote hierarchical reorganization and improvement of public housing, public facilities and social.
  4. Capacity in this area is expected to increase with MRT3 service.
  5. Has 33 transit stations and 35 redevelopment areas.
  1. Is a 'sub urban center' area in Kuala Lumpur.
  2. The development strategy in this area is to promote affordable housing in transit areas which is supported by public facilities which sufficient and quality to improve accessibility.
  3. This area will be a focus for local service centers and activities - unpolluted industrial activities.
  4. Has 26 transit stations and 72 redevelopment areas.

Draft Kuala Lumpur Local Plan 2040

The Kuala Lumpur 2040 Local Plan Draft is a legally enshrined plan to be used by the Mayor to control development planning in Kuala Lumpur.

Its preparation is in line with the Goals, Strategic Directions and Actions in the Kuala Lumpur 2040 Structure Plan.

It is also available in 2 types of volumes namely:

Volume 1 : Managing Urban Planning

Has 3 Parts:

  • Volume 1 : Part 1 (Development Control)
  • Volume 1 : Part 2, Land Use and Intensity Zone Map (KLDCP2024)
  • Volume 1 : Part 3, Land Use and Building Class 2024 (CULB2024)

 

Contains planning control aspects covering Land Use Zones, Development Intensity, Planning Area Layers and Development Incentives.

Establishing permitted, unauthorized and conditionally permitted activities for each land use zone according to each land lot.

Is a translation of KLLP2040 in the form of Development Strategies, Implementation Proposals and Implementation Initiatives that include projects, programs, development control, guidelines and development governance for the City of Kuala Lumpur by the year 2040.

Height Control for low intensity commercial and residential terraced buildings

The draft KLLP2040 adopts plot ratio control and building height control to replace the use of density control in Kuala Lumpur. The flexibility of applying density control is only for large-sized units (1,600 kp).

Purpose of Determination of Special CULB

  • Allow appropriate activities not permitted in General CULB to be considered.

  • Allow appropriate current activities on the site to be carried out without causing issues to residents or the surrounding area.

  • Ensuring that building conversion activities do not affect significant building typologies and control development capacity.

  • Establishing control over areas that have new forms of activity because current activities on the site are no longer appropriate.

The provision of diverse housing such as micro housing, small-sized housing, the elderly, transit, foreigners, worker accommodation, public housing/PPR and the homeless need to be coordinated to ensure that the designation of land use zones and use classes of the Draft KLLP2040 will not cause conflicts during its use in the future. Emphasis was also placed on the need to regenerate old housing areas and stable housing areas as well as drawing up steps towards the provision, renewal and use of community facilities in a more integrated and optimal manner.
