Development planning and control in Kuala Lumpur at that time was guided by the Complete Development Plan which consisted of:<\/p><ul><li class=\"translation-block\">Complete Development Plan 1039 <br>(Central Business District)<\/li><li>Complete Development Plan 1040 (Density Areas)<\/li><li>Complete Development Plan 1041 (Land Use Area)<\/li><\/ul><p><br \/>However, the allocation of these plans is limited to the extent of the original boundaries of Kuala Lumpur. The absence of a development plan for areas outside of 93km\u00b2 has caused development control to be implemented on an ad hoc basis.<\/p><p>In addition, rapid socio-economic and spatial changes in ten years (1974-1984) have had a significant impact on development planning in Kuala Lumpur. This factor has caused the need to prepare a new development plan.<\/p><p>In preparing a new development plan for Kuala Lumpur, DBKL has decided to use a development plan system that has two levels, namely a structural plan and a local plan as introduced by the Town and Country Planning Act 1976 (Act 172). The implementation of this development plan requires the enactment of a new law.<\/p><p>Next, the Federal Territories (Planning) Act 1982 (Act 267) was enforced. This Act is basically a merger between the Kuala Lumpur City (Planning) Act 1973 (Act 107) and Act 172. On the whole, it maintains the administrative framework like Act 107 and incorporates the development plan system as introduced in Act 172.<\/p><p>The Kuala Lumpur Structure Plan 1984 (KLSP1984) is the first structure plan to have been drafted and gazetted based on the provisions of Section 7 of Act 267. With a Dynamic, Efficient and Comfortable City Vision, KLSP1984 was prepared by DBKL in looking at the direction of future development for Kuala Lumpur until the year Ketiadaan pelan pembangunan bagi kawasan di luar 93km\u00b2 telah menyebabkan kawalan pembangunan dilaksanakan secara ad hoc. Selain itu, perubahan keadaan sosioekonomi dan spatial yang pesat dalam tempoh sepuluh tahun (1974-1984) telah memberi kesan yang amat ketara kepada perancangan pembangunan di Kuala Lumpur. Faktor ini telah menyebabkan perlunya penyediaan pelan pembangunan yang baru. Dalam menyediakan pelan pembangunan baharu bagi Kuala Lumpur, DBKL telah memutuskan untuk menggunakan sistem pelan pembangunan yang mempunyai2 peringkat iaitu pelan struktur dan pelan tempatan seperti yang diperkenalkan oleh Akta Perancangan Bandar dan Desa 1976 (Akta 172). Pelaksanaan pelan pembangunan ini memerlukan penggubalan satu undang-undang baharu. Seterusnya, Akta (Perancangan) Wilayah Persekutuan 1982 (Akta267) dikuatkuasakan. Akta ini adalah pada asasnya merupakan percantuman antara Akta (Perancangan) Bandaraya Kuala Lumpur 1973 (Akta 107) dan Akta 172. Pada keseluruhannya, ia mengekalkan rangka kerja pentadbiran seperti Akta 107 dan menggabungkan sistem pelan pembangunan seperti yang diperkenalkan dalam Akta 172. Pelan Struktur Kuala Lumpur 1984 (PSKL1984) merupakan pelan struktur pertama telah digubal dan diwartakan berdasarkan peruntukan Seksyen 7 Akta 267. Empat (4) pusat pertumbuhan bandar baru adalah Damansara, Wangsa Maju, Bukit Jalil dan Bandar Tun Razak 10 Matlamat Pelan Struktur Kuala Lumpur 1984 Matlamat 1 Menggalak Dan Mengatur Pembangunan Bagi Memudahkan Pencapaian Dasar Ekonomi Baru. Matlamat 2 Memelihara Dan Meningkatkan Peranan Kuala Lumpur Sebagai Pusat (Seat) Kerajaan Persekutuan. Matlamat 3 Memudahkan Penubuhan Kuala Lumpur Sebagaipusat Bagi Menggalakkan Perkembangan Ugama Serta Kebudayaan Negara Dan Juga Untuk Men-cerminkan Imej Malaysia Yang Dingini.
