In 1974 the boundaries of Kuala Lumpur's urbanization which was declared as a Federal Territory was enlarged from 93km² to 243 km². Development planning and control in Kuala Lumpur at that time was guided by the Complete Development Plan which consisted of:
However, the allocation of these plans is limited to the extent of the original boundaries of Kuala Lumpur. The absence of a development plan for areas outside of 93km² has caused development control to be implemented on an ad hoc basis.
In addition, rapid socio-economic and spatial changes in ten years (1974-1984) have had a significant impact on development planning in Kuala Lumpur. This factor has caused the need to prepare a new development plan.
In preparing a new development plan for Kuala Lumpur, DBKL has decided to use a development plan system that has two levels, namely a structural plan and a local plan as introduced by the Town and Country Planning Act 1976 (Act 172). The implementation of this development plan requires the enactment of a new law.
Next, the Federal Territories (Planning) Act 1982 (Act 267) was enforced. This Act is basically a merger between the Kuala Lumpur City (Planning) Act 1973 (Act 107) and Act 172. On the whole, it maintains the administrative framework like Act 107 and incorporates the development plan system as introduced in Act 172.
The Kuala Lumpur Structure Plan 1984 (KLSP1984) is the first structure plan to have been drafted and gazetted based on the provisions of Section 7 of Act 267. With a Dynamic, Efficient and Comfortable City Vision, KLSP1984 was prepared by DBKL in looking at the direction of future development for Kuala Lumpur until the year 2000.
